Federal Minister of Justice’s stance on rent control for furnished apartments
Federal Minister of Justice Stefanie Hubig wants to put a stop to the abuse of rent control for furnished apartments, as the current rules have many loopholes. She criticizes the practice of some landlords trying to bypass rent control by simply placing two chairs in the apartment.
Rent control has been extended by the Bundestag until 2029 and generally applies to furnished apartments, with landlords able to charge a furniture surcharge that is difficult for tenants to scrutinize. Hubig wants to more precisely regulate what landlords can charge for furniture and emphasizes the difference between adequately furnished apartments and those rented with minimal furnishings.
Minister’s criticism of high prices for furnished apartments
The Minister criticizes the offering of partly or fully furnished apartments in Berlin at extremely high prices, labeling this practice as systematic. However, she emphasizes that there is nothing wrong with reasonably renting a furnished apartment.
Rent control applies in areas designated as tight housing markets by the respective state governments and limits rent increases on new leases to a maximum of ten percent above the local comparative rent. The Minister promises to crack down on the abuse of rent control for furnished apartments and ensure greater transparency.
