Rep. Chip Roy and the SAVE Act
Rep. Chip Roy from Texas believes that American voters prioritize secure elections over potential government shutdown politics. With only three weeks to reach an agreement to avoid a shutdown by October 1st, a short-term funding extension will likely be needed. Roy and other conservative members of the House are pushing the SAVE Act, which requires proof of citizenship when registering to vote, to be paired with a continuing resolution (CR). However, the White House and Senate Democrats view the SAVE Act as unacceptable, and both sides are wary of the optics of a shutdown close to Election Day.
Roy argues that blame for a potential shutdown would fall on the Democrats, as Republicans are willing to fund the government with election security assurances. Talks of linking the SAVE Act with the CR until March are ongoing within GOP leadership, but House Speaker Mike Johnson’s office has not commented on that plan. Former President Trump suggested that House Republicans should shut down the government if the SAVE Act is not adopted.

Budget Committee Chairman Tom Cole supports a CR until December but is unsure if the SAVE Act will be attached, given the Democrat control in the Senate. These developments point to a potential chaotic funding battle in the next fiscal year, reminiscent of last year’s protracted struggle that led to the ousting of former Speaker Kevin McCarthy. Roy’s firm stance highlights significant divisions and challenges in balancing government funding and election integrity.
